New Spectrum SRXL2 protocol

SRXL2 is a powerful communication protocol based on a rich feature-rich UART interface that supports bidirectional communication between the radio system and the flight controller. It supports telemetry and configuration of control unit parameters (Forward Programming, VTX Setup, and Text Gen Programming), one signal line at a time. SRXL2 is not backward compatible with SRXL.
