When Charles Collett became the chief engineer of the Great Western Railway in 1922, it was one of his main priorities to modernize its fleet of aging, yet so characteristic 'Toplight' rail cars. Its resulting rounded end design eventually became the basic design of the GWR for almost 30 years. From 1925 until the end of the summer of 1929, steel panels covered with superstructure with oak frame and rounded ends, fitted windows, high hips and clean exterior built like 17-meter wagons on the newly developed two-meter single-carriage chassis.
