The ability to use the Pe-8 remote bomber for ocean liners was successfully verified in May 1942, when the aircraft transported the Soviet government delegation to the United States and then back to Moscow. It is even possible that one of two specially built Pe-8 aircraft used Stalin on his flight to the famous Tehran conference.
